The Solution

The No Oregon Child Left Inside Act (NOCLI)

The No Oregon Child Left Inside (NOCLI) Bill was successfully passed by the 2009 State Legislature and signed into law by Governor Ted Kulongoski on July 22, 2009.  Read the 2009 NOCLI legislation

NOCLI establishes a collaborative Task Force, made up of officials from state environmental and education agencies and others, to develop an Oregon Environmental Literacy Plan.  The plan will ensure that our students graduate as ecological problem solvers and informed and engaged citizens, and that they are prepared with the objective knowledge and skills needed to devise creative solutions to the complex natural resources challenges facing Oregon and beyond.  This framework will support our youth in getting outside and reconnected with their local forests, their backyard streams, and their nearby rivers.  It will result in no new educational mandates, nor will it take away funding from current educational programs and efforts.

The "No Oregon Child Left Inside" eleven-member Task Force includes:

  • Tom Gaskill - Department of State Lands
  • Rick Hargrave - Oregon Department of Fish and Wildlife

  • Traci Price - The Freshwater Trust/EEAO
  • Jim Quiring - Tillamook Forest Center
  • Brent Searle - Oregon Department of Agriculture
  • John Sheehan - Metro
  • Kyleen Stone - Oregon Parks and Recreation Department

The Task Force is charged with developing a state environmental literacy plan for Oregon's K-12 students, to be completed by October 2010.  Opportunities for assisting with the development of the plan will be announced as they become available.  Find out more about the NOCLI Task Force and upcoming meetings at Oregon Department of Education's page.

Join the No Oregon Child Left Inside Coalition!

The No Oregon Child Left Inside Coalition was instrumental in supporting NOCLI during the 2009 Oregon Legislative session.  We invite you to join our continued efforts to reconnect Oregon youth with the natural world.  Coalition members are diverse, including educational, natural resources, environmental, health and business interests across Oregon.  By joining the coalition you are enabling the Coalition leaders to utilize your organization's name and constituency to demonstrate the need for NOCLI.  Our expectation is that all Coalition members will keep organizational affiliates informed of NOCLI's progress.  There is no cost to join.
